Research Of Applying Energy Management Contract Mechanism In Commercial Buildings Energy-saving Renovation

Commercial building energy-saving renovation is an important aspect of existing buildings energy-saving renovation in China. Commercial building energy consumption is larger, and its energy-saving benefit is better. Currently under the traditional energy-saving mechanism, commercial building energy-saving renovation has achieved some achievement, but some market and non-market barriers severely hinder the process of existing commercial building energy saving renovation. So this paper attempts to introduce Energy Management Contract mechanism (EMC) that is market-oriented energy-saving mechanism to promote the process of Commercial building energy-saving renovation. Firstly this paper introduces the related content of EMC mechanism, and its running process in existing buildings energy-saving renovation. From three aspects of the current situation of policy, market and energy service companies'development, this paper introduces the application situation of this energy-saving mechanism, conclude many problems which EMC mechanism encountered. Then this paper introduces the development process and present situation of EMC mechanism in some foreign countries, and concludes the experience to use for reference; then the basic mode of EMC should be improved to meet the current situation of building energy-saving service market during applying EMC mechanism to renovate commercial buildings. When applying the specific EMC mode, the commercial buildings should be classified according to two factors:the property rights and the energy-saving size of commercial buildings. At the same time, the time quantum of introducing EMC mechanism is divided into stages:the early stages, the transition stage and the mature stage, then apply the relevant EMC mode according to the different type commercial building and different time stage; Finally as for these problems of developing EMC mechanism, this paper puts forward some policy recommendations to perfect EMC mechanism, and to promote the development of energy services company.
