In the 21st century, "Lower-Carbon" and "Recycling Economy" have come a crucial notion rooted in the sustainable development. Eco-industry Park (EIP), as the carrier, has been brought into China from Europe and North America. There are many famous Eco-industry parks, such as, Karen Fort Eco-industry Park, Indian Naroda Eco-industry Park Etc. Absorbing successful experience from foreign countries, China has been developing EIPs for several decades, like Gui Gang Sugar EIP, Changsha Huangxing EIP, Nanhai EIP Etc. Although EIP is not a new concept in our country. EIP is still in the initial stage for its scale and economic benefits are not as good as that in developed EIPs.Assimilating relevant study results of Industrial Ecology and EIP Symbiosis Network, this article intends to construct a systematic theory analysis frame through four aspects including cost mechanism, transaction cost mechanism, economic benefit mechanism as well as external environment mechanism, which is used to demonstrate the reasons for the generation of EIPs. Firstly, the fundamental reason is that industrial enterprises seek to effectively reduce the pollution-treatment cost by incorporating EIP symbiosis network. Besides, it is possible for enterprises to decline its transaction cost through industrial symbiosis network linked by upstream and downstream corporation. In addition, as a special form of industrial cluster, EIPs are able to strengthen its advantages saying scale economy, talents collection and overflow information& technology as well as internalizing external effects. Lastly, environmental factors, sustainable development needs, constraints of laws and regulations, supportive policy are the external generation mechanism. Based on these theories, this essay explains and verifies the generation mechanism of Guigang Sugar EIP.
