Land is the mother of wealth, the most important means of production, providing objectivity and the basic material conditions for human survival and development, and the source of all production and all existence. Along the world's urbanization, industrialization process, land resources has become a worldwide major issues which has an impact on sustainable human development in the 21st century. Farmland is an irreplaceable resource, not only the essence of land resources, providing valuable wealth for human society, also a critical strategic resource which has a direct impact on world food security.China's per capita farmland ranked 126th in the world, only 40% of world average. Farmland resources in the security situation is very grim. At present, China is in a period of rapid economic development. Along with urbanization, industrialization process, the continuous progress of construction land increased rapidly; at the same time a rapid decline in farmland. People and land will become increasingly acute contradictions, which becomes the major bottlenecks constraint on economic growth and social development. Therefore, to resolve the tension between the two is an important prerequisite for maintaining China's economy healthy and rapid development; otherwise, it is bound to affect national food security, ecological security, thereby affecting the construction of socialist harmonious society.The traditional solve the problem of land shortage is mainly resort to administrative, engineering and technical means, relying on the stability on the basis of cultivated area expanded cultivation and efforts to improve the grain yield per unit area. The use of economic, regulatory and institutional means to resolve the crisis in farmland resources have not received enough attention. In this paper, the virtual land strategy, from the system and economic point of view, the rule of law and administration of the rigid constraints, explores new ways, the mechanism of land management, institutional reforms in the economic development, the introduction of more market mechanisms to protect farmland resources, both organically combined, makes full use of both domestic and international markets and resources from the new vision to achieve efficient utilization of land resources, and optimize the configuration, eventually achieve the goal of protecting of farmland and natural environment, ensuring food security, coordinating contradiction between food, construction, ecological.This paper carries out a systematic induction to the virtual land, the virtual land strategy and its related theory and calculation, based on the existing research results at home and abroad, and then conducted a preliminary study on China's strategy of virtual land:First, this paper carries on the study of virtual land trade flows of 1996—2008 years in China, analyzes three aspects of China's foreign trade in the virtual land from trade volume, trade structure and trade balance. The results show that our virtual land of net imports has continued to maintain substantial growth since 2001, and soybean occupies absolute proportion in virtual farmland.Secondly, a preliminary study on the theory of comparative advantage in the application of the virtual land strategy, by constructing comparative advantage model, quantitatively analyze the comparative advantages of our virtual land, pointing out that China should adjust the ratio of import and export of food and reduce land—intensive products exports, restrict on the size of import and export of rice, appropriate increase in soybeans of corn and in imports of wheat, and import large quantities of soybeans.Again, this paper makes a quantitative assessment of the provinces of virtual land dominance by building evaluation index system. The results of the evaluation showed China's provincial dominance hierarchy was the normal distribution the average of high dominance is 0.4894, accounting for 19.35%; average of low dominance is 0.2266, accounting for 16.13%; the average of higher—and middle dominance is 0.3644, accounting for 64.52%. China presents a more typical" East High, West Low" degree of strategic advantage in the virtual land distribution from the regional distribution of angles:Henan, Heilongjiang, Jiangsu, Anhui, Shanghai, Shandong, is a high dominance, low—dominance are mainly distributed in Guangdong, Gansu, Xinjiang, Qinghai, Xizang and other provinces and cities all the advantages of high and medium degree of dominance. Therefore, we should develop the eastern part, promote central part and develop western part, to ensure our food security.Finally, it propose strategies for the implementation of the virtual land safeguards system:conservation farmland entities, expansion of the virtual land trade, optimizing the industrial structure of agriculture, rational allocation of resources, increasing government efforts to protect, Innovation farmland resource management mechanisms and overcoming the negative effects the virtual land.
