Resource-exhausted cities are the specific phenomenon to the resource-based cities. Since the founding of China, esource-based cities make a great contribution to the national economic development. However, due to financial, technical conditions, as well as the rapid economic development requirements, pollution become a huge sacrifice of the resource-based cities. Long-term extensive mining, geological ecology has been seriously damaged, heavy industries causing environmental pollution in the extreme. Landfill mining areas, there is no effective treatment measures, most of the land after mining approach to natural subsidence and collapse within the region the effective use of land is difficult, the high cost of ecological restoration.Depletion of the city gradually to decline, ecological, economic, social, cultural and other issues constraining the development and regeneration of the city.Through this paper the problem of resource-exhausted cities in the analysis and ecological planning and design project in Huaibei City, the research procedure, the recovery resource-exhausted cities to be addressed:"Urban ecological restoration, spatial pattern of adjustment, implantation of new industrial, urban and cultural renaissance "four core issues. This study of ecological concepts and theories in urban planning and creative industries based on the recovery of resource-exhausted cities design ideas and methods.
