A Research On The Evaluation Of The Overall Land Use Planning Scheme In County Level

The overall land use planning is the head of land resources management, and the quality of the planning formulation affects its practice subsequently. The research of the evaluation of the overall land use planning scheme provides a value-judgment methods during the stage of the overall land use planning scheme review, and promotes implementation of the plan, so as to realize the harmonious development of the area. With the recordset of the third round of the overall land use planning as the background, the paper conducts a research on the evaluation of the overall land use planning scheme in county level. The content involves:1) By defining the definition of the evaluation of the overall land use planning scheme,the evaluation of it should be a process of evaluating scheme operability and anticipated integrated effectiveness.2) To evaluate the scheme operability, three aspects concerning of plans flexibility, public participation and relevant plan harmony are focused.3) To evaluate the anticipated integrated effectiveness, it should be conducted from social, economic and environmental perspectives which are mainly by the means of more indicators overall evaluation method. Through the construction of standard system and the confirmation of index weight conducted by AHF method, the integrated effectiveness is calculated after the basis data are dealt by nondimensionalization.4) The research is conducted on the basis of the overall land use planning from 2006 to 2020 in Zhen ping County, the plan of Zhen ping County in Henan Province as an example.The following conclusions are on the basis of former analysis:1) The plan is operable.First of all, the plan divides the aim into senses of binding and anticipating combining flexibility and rigidity together; Moreover, extended area of construction sites and basic farmland are being set to solve the land confliction due to the uncertain factors in the economic development of future society.Secondly, public participation is involved in each stage of the five periods concerning preparation in advance, investigation, establishment, revision, examination and improvements. However, the public involved are mainly from sectors of land management, government, administrative offices of all trades and professions. The ordinary people are rarely involved in.Finally, the plan is in line with 11th five-year plan of national economy and social development, the overall city plan, industry complex plan, environmental plan and the plan of establishment of test area of jade in Zhen ping County, which is in favor of exerting the usage of macro overall plan, and improve its authorization and operability.2) The conclusion of the anticipated integrated effectiveness assessment is that the plan is going to be implemented with a small increase in integrated effectiveness by the end of 2005. Moreover, it can be raised into excellent level by the end of 2020.The social effectiveness is increasing steadily. The rate of protecting basic farmland and average farmland area drops unobvious. These help promote food security and social stability. What's more, urbanization is increasing greatly. However, the average incomes of urban and rural areas are still basically the same with that in 2005, which is against the development of urban and rural areas. The economic benefit is growing rapidly, especially GDP of the whole county, the average gross product and the construction sites of units in the county in the remote planning stage. The proportion of the first, second and third industries are becoming smaller, which is good for the development of urbanization. The average mining and constructing areas are decreasing gradually. Intensive uses of land can help break the bottleneck of constraint of resources during the development.Although environmental benefits are steadily growing, the overall situation is rather low due to the weak basis. The plan doesn't leave behind enough space for returning lands into farmland, and has no definite quantitative criteria for the possible environmental problems resulting from the rapid development of economic construction.It is highly recommended that flexibility of the plan should be considered in the next round of formulation of overall planning of land uses. By intruding marketing interference, various effective plans should be adopted in different market trends. The participation of public should be enhanced in different stages of planning formulation. Simultaneously, research on the special topic should be promoted. Research on the environmental influence should also be conducted to prevent environmental problems brought by fast development of economy. And establishing evaluation mechanisms of feedback mechanism of the overall land use planning is to improve the implementation of evaluation systems.
