Pork is the most important livestock product and the main source of animal food for urban and rural residents in China. Pork price is directly related to the daily lives of ordinary people. For farmers, pork price directly affect their income levels. However, for supply and demand of China's pork market is not stable, pork price fluctuates seriously, which affect farmers' enthusiasm for production and have a negative impact on consumers. Therefore, it is necessary to study the reason for price fluctuations, so as to provide valuable suggestions for the development of pig industry.The root causes for pork fluctuation lies on supply and demand imbalance.For demand has remained stable, so supply is the main reason for pork fluctuation. In this paper, we investigate farmers and analyze fluctuations in pork prices and government policies' impact on their costs and benefits.And also we analyze how farmers make their production decision. Study has shown that for large-scale farming households, the pork price fluctuation will lead to fluctuation in net income, government policies do not have a significant impact on farmers' production decison, public immunization services and protection of the price can have a positive impact on farmers' enthusiasm. Most farmers determine their raising quantity by current price,which lead to price fluctuates.For free-range farmers, the factors that affect their breeding pigs are net income,farmland size, the quantity of family labor. Net income has most significant on production decision. Because most people can not accurately predict changes in pork prices, they increase scale when price increases and reduce scale when price falls, which leads to price fluctuates.
