Since the 21st century, competitions between enterprises are becoming more and more intense which are captured as product competition, technological competition and management competition, etc. However all of these competitions are talent competition in itself. With the further deepening of China's reform and opening up, emerging large numbers of private enterprises and foreign-funded enterprises, particularly, after China's accession to WTO, large-scale multi-national corporations enter into our country, degree of competition for talent has intensified.This article takes Hefei Gas Group as the analysis object, based on the theories of the compensation management, proposing that the design of the performance pay is the best choice in this situation after fully analyzes of this company's human resources condition, salary management status. In the specific design of the pay system, this article re-analyses the company's position, uses some methods to evaluation the position, and uses interviews to get the levels of the group's workers. Then, the writer designs out a pay system which is based on post wage and within performance pay as the main content. It is hoped that this article can have some positive references to the domestic gas industry and some large state-owned enterprises.
