The food is what masters to the people, the safety is what masters to the food. Food is the material basis for the survival and the development of human being.The safety of food quality directly related to human health and safety, related to economic development and social stability. The safety of food quality has become a major global strategic issues, governments and consumers have a high degree of concern. The early warning management of the safety of food quality is an important prerequisite for the management of the food safety. Therefore, to srengthen the studies of the early warning management of the safety of food quality of china, to establish and improve the early warning management systerm, to implement the effective measures, has the extremely important promoter action for improving and promoting our country food safety control, reduced food harm occurrence, to improve the living standards.This paper is started from the status of early warning management, conducted a comprehensive study.This paper is divided into six parts. The first part is the introduction, introduced a background on the research and ideas. The second part is the theoretical basis for this article. The third part is the status, identified inadequacies and analyze the causes. As in recent years taken a number of forceful measures, domestic food quality and safety warning on the whole situation tends to turn for the better, but the situation is still not optimistic. The existing problems is the main responsibility is not clear, the building of the legal system lags behind and the technology and equipment means is backward. The fourth part introduce the advanced experience of the developed countries and the inspiration to China. The fifth part proposes the specific measures, including establish the organizational structure, improve the management means, establish a unified and coordinated the system of laws and regulations, construct a reasonable early warning system, enhance the input of State, increase consumer the safety awareness of consumer.The last part is the conclusion. Food safety is a comprehensive social problems, involving kinds of factors, can not be accomplished overnight, is a long-term social engineering.
