The key of regional coordinative development is having a benign connection among the factors to realize the sustainable development of human.The coordinative development is not only an estate but also a dynamic process. As an estate, the coordinative development would reflect a matey harmonious connection among the factors of the system, so that the unitary effect is the best. As a dynamic process, the coordinative development is a control and adjusting function. It can adjust many activities of the factors in the system to reduce conflicts among the factors so that the factors develop together and advance each other to realize the final target of the system.Regional coordinative development is the base to sustainable development in terms of country. The coordinative development directed by the scientific development thought is the important approach to sustainable.Northeastern provinces of China are the industrial basis, they play very important poles in the development of economy in China. The comprehensive evaluation of the coordinative development in northeastern provinces of China is a meaningful task.The special indices of the coordinative development for the comprehensive evaluation are assembled on the basis of a thorough analysis for the theory of the coordinative development internally and internationally. There are some dissimilarities about the situation of the coordinative development in the regions. Compared with Jilin and Heilongjiang, the capacity of running in Liaoning is worse, but the capacity of continuance and the capacity of innovation are better, especially the capacity of innovation is the most outstanding. The model applied in the comprehensive evaluation has the characteristic, which combines functionality and equilibrium. The methods to confirm weights of indices are either objective, or combined subjective and objective. Thus the objectivity in evaluation has been improved. The model also can be applied in other regions, provinces or cities of our country. The result of comprehensive evaluation can be compared, analyzed. It can apply the objective basis for constituting the policies.
