Under the the background of financial crisis environment, combining the layoffs research of internal staff relations, the relationship between job insecurity and labor input, based on the home and abroad integrated research results, this paper proposed the inherent mechanism idea that job insecurity led to layoffs risks, this paper will explores the risk of layoffs and its control.Furthermore, this paper analyzed the problem about the economic risks and psychological risks and other problems, they were all based on the above-mentioned theoretical study and environmental analysis; It also attempt to resolve the problem of cutting and non-cut (looking for a cost control strategic which can be used to alternative layoffs cuts), determining layoffs objects, procedures and human resource managements after the cuts, to achieve the purpose of avoiding the layoffs risk.This paper used C company as the empirical study company, it showed that enterprises are to broaden the thinking of the human resources strategic decision when facing the financial crisis plight, to find other means of human resources cost controlling.Finally, this paper come to the conclusion that the best way to avoid the risk is non-cut.
