The Study For Improving Low-rent Housing System

The topic of Human Habitat has attracted worldwide attention. It has great business with social stability and harmonious development whether we can deal with the housing problem for residents appropriately.The government should take measures to regulate and control the housing markets, ensuring the low-income families have chances to live, while the room rate stays in a high level, in spite of the commercial character of the house which directly links it to the market. Thus, it's necessary to have a housing security system in all of the countries.As a part of the housing security system, the establishment of the low-rent housing system was to solve the problem of housing difficulties for low-income families. It made the protection of the low-income families come true in the residential areas by optimizing the allocation of social resources. It promoted the fairness and justice and satisfied the resident's psychology of"live in peace and work in contentment"and gradually became the core of housing security area. It plays an important role in promoting the construction of a harmonious society in China.Low-rent housing system in abroad lasted for almost a century and that made it developed. The low-rent housing system in China was founded in 1998, it had not been built up in various cities until 2008. Although significant changes had taken place in the scope of protection, security mode, security standards and other aspects, it still appeared some shortages for its late starting. In practice, low-rent housing system always meet endless problems such as the lags of the system, narrow scope of the protection, shortage sources of funding and housing which are seriously hampering the smooth implementation of low-rent housing system, leading to a considerable number problems on urban low-income housing residents which can't be resolved timely. Further more, the phenomenon of no housing or housing difficulties is still exist in china and that inconsistent with the goals of"shelter for all". Therefore, researches on how to improve low-rent housing system have great operation significance.The construction of a harmonious society needs a perfect housing security system. And now, it's the high time to take great measures to consummate the housing security system for its important role in the low-rent housing system. For the purpose of constructing a harmonious society in theory, defects and their causes on low-rent housing system were picked out, positive results in abroad were also drawn and ,as a conclusion, some pieces of advice were given in this thesis.
