Research On Several Problems And Countermeasures In Stablishment For Low-rent Housing System In China

Along with the market advancement speeding up, the issues of lacking housing affordability of low-income families are becoming increasingly prominent. Therefore, in the inevitable requirement, these will be perfecting China's social security system and maintaining social stability. Such as to strengthen the government's social management and public service functions, to improve housing guarantee mechanism, to establish a low-rent housing system, and to meet the basic housing needs of minimum income families.The establishment low-rent housing system is in favor with the public, but the present government faces an extremely urgent question, that is how the city low-rent housing system should be selected and be implemented. By understanding and analyzing the housing security system, this dissertation brings forward some advice for the establishment of low-rent Housing System in China considering the actual situation of China.Firstly, the low-rent housing of the related theories outlined, including the low-rent housing system policy background and the elementary theoretical knowledge, simultaneously has carried on the elaboration to the low-rent housing system construction correlation theories basis.Secondly, the paper analyses the actual situation of low-rent housing system building in China, and introduces the system of part of low-rent areas of practice and experience on the cities of central region and the economical developed area. It points out that the current low-rent housing system building in question from awareness level, the institutional level, the operational level, and analysis of the problem of deep-seated reasons.Followed by drawing on the advanced concepts of foreign housing guarantee system construction, it explores how to set up the low-rent housing institution suitable for China's national conditions and gives some suggestions at three levels about knowledge, systems and operating. With a view to further promoting, it provides a reference for China's low-rent housing system.
