With the rapid developed society and economy, more varieties of household appliances are emerging in the market. Consumers update the appliances more frequently compared to the past, thus out-dated old ones bring a big issue to the society. How to deal with the resources which can be reused and how to treat the materials which could bring pollutions are serious problems needed to be considerate. A lot of researches have been conducted under the framework of Circular Economy Theory. Compared with the developed countries, there is still a wide gap on how to reuse of wasted household electric appliance in China. Government has already make efforts to regulate this industry. A new regulation on old appliance replacement has just been launched to guide this industry, at the same time, to encourage the consumption of household appliance in the economic recession period. This article analyzed the economic effect of this regulation, pointed out the limitations and drawbacks of this regulation; thereafter, designed a new system with the core principle of"Extended Producer Responsibility"(EPR) on the basis of the analysis of this new regulation. After the implementation of economic model to explain the new system, the writer also gave some detail recommendations to the implementation patterns of the new system.
