Study On The Organization Model Of Security Housing

Housing is not only an economic problem, it is more important in social stability and people's livelihood. At the present the housing price is too high, grow up too fast, making the residents to solve the housing problem through the market more difficult, increasing the financial risk. This is not good for economic and social development. Early in 1998 the Government introduced the security housing policy, However, in the implementation of security housing, neither the affordable housing nor the low-rent housing can achieve the ratio of Government investment plan. Poor quality is mainly reflected in partial sites, unreasonable unit, too large or too small area and poor quality of construction. The unreasonable traditional organization model in housing construction is an important factor leading to such problems. So it's necessary to explore the possible construction of affordable housing model.This paper starts from the country's social, economic and policy background, introduces the security housing theory and its current operating system, discusses that the implementation of security housing policy in our country is the need for expanding domestic demand, promoting a stable and rapid economic growth; the most feasible way to control excessive growth of housing prices; an important way to narrow the income gap and adjust the economic structure, then combine with the current situation, analysis the problems and causes in security housing construction, and proposes some countermeasures; based on analyzing the shortage in organization model of current housing, introduces an innovative construction model- the housing industry into the security housing, discusses organization model and operation system for our security housing under the route of the industrial construction, backing on the housing industrialization, organizational model of security housing can take two steps: first step to create a virtual housing enterprises; then based on the full development of the virtual housing, establish the housing industry group; finally proposes some measures and policy recommendations for security housing backing on housing industrialization. The introduction of housing industrialization model into affordable housing construction can improve efficiency, promote economic effect as soon as possible, and greatly improve the quality of security housing, so that can better meet the housing needs of low-income groups.
