Evaluation Of The Economical And Intensive Construction Land Use In Yulin City

The economical and intensive construction land use is an important measure and method to alleviate the rapid urbanization and the conflicts of land supply and demand. This research redefined the concept of economical and intensive use of construction land, based on analysis of related documents issued by the State Department since 2003. It points out that the intense use is the mode, while the economical use is the effect. In addition, the final purpose is to use land more properly, decrease the farmland use in social and economy development, as well as protect arable land and ensure zoology safety simultaneously.The Yulin City locates in the Erdos basin, and it is important component of energy source and chemical base in the north of Shaanxi province. In recent years, the urbanization of Yulin City becomes more rapid as the government enhanced the development of energy sources. This also leads to many problems, such as the construction land use increased rapidly, land use is too coarse and the frames of construction land use are diverse in different areas. In order to estimate the economical and intensive use of construction land use in Yulin City comprehensively, 15 indexes are established based on the using intension, the using benefit and continuance status of construction land use. Then, in order to eliminated problems resulted by singe factor, the collinearly indexes are deleted using the relativity analyzing function of the software SPSS, after standardized data processing. Finally,8 indexes are determined, which are:composite floor-area ratio, construction land area per person in cities and towns,construction land area per peasant,the number of employees per construction land,increased value of the secondary and tertiary industry per construction land,government revenue per construction land,amount of freight traffic per transportation land,effectively irrigated farmland area per water conservancy facility area. Through the combining analysis of qualities and quantities, as well as entropy analysis based on external fact, the scales of the indexes are determined. After evaluated the economical and intensive use of construction land use of Yulin City, the conclusions are as follow: the land use in Suide County is the most intensive while the Dingbian County is opposite; the land use in Wubu County is the most economical while the Hengshan County is the least economical. When evaluate the land use combining the economical and intensive factor, the Wubu County is the highest and the Dingbian County is the lowest.In order to enhance the economical and intensive use of construction land of Yulin City, the following five suggestions are provided based on the evaluation results concluded above:enhance land use plan and control, use stored urban land properly, enhance management of industry land use, improve benefit-oriented mechanism and improve dynamic monitoring and alarming.
