China is a large agricultural country, and there are 900 million farmers. As China's reform and opening up, industrialization and urbanization progresses, migrant workers become a new emergence of the labor force and are growing increasingly. Meanwhile, the issues of migrant workers public service have become prominent.The issues of migrant workers public service are complex social problems, and Functions of a government can not solve alone. The provision and improvement of migrant workers public service base on strengthen linkage cooperation of receiving governments and sending governments, and integration of trade unions, women's federation, youth league, non-governmental rights protection institutions for migrant workers, employers and other stakeholders in corporate power.Based on empirical research, inducting the network governance theory, Summarized the status of migrant workers public services in Guangzhou. By analyzing functions and their linkage between cooperation of receiving governments, trade unions, women's federation, youth league, non-governmental rights protection institutions for migrant workers, sending governments, employers and other stakeholders in the existing services, The study found that in the existing service network, sending governments is the "Big" and the roles of other members of the network have not been effectively, and there was lack of linkage cooperation network members. The study indicated that, "distinguishing governance plan" political system, "lame" in the financial system, lack of coordination mechanisms, and birth defects of civil society are the roots of the difficulty of migrant workers public services network. Finally, combining reality, this study made some policy recommendations for improving migrant network governance of workers public services.
