An Innovative Research On Rural Land Transfer Mechanism Of Jinshi In Hunan Province

During the right term after reform and opening-up, based on the household contract responsibility system, the management systems of land contracting had exactly inspired hundreds of millions of peasants to great enthusiasm for land, and greatly improved agricultural productivity. However, with the gradual deepening of reform and opening-up, and the accelerated process of agriculture industrialization, the land management of "land equalization policy" has impeded the advancement of agricultural technology and the adjustment of industrial structure, increasingly unadapted to the development of agricultural productivity. Thus, the issue of rural land transfer has gradually attracted extensive attention of the whole society.From the perspective of land system changes and the shortcomings of the existing household contact responsibility system, we draw a conclusion that the transfer of rural land is inevitable and urgent. We explain the connotation of land transfer mechanism on the three aspects, namely, the market mechanism, the macro decision-making mechanism and the management mechanism. Then, the problems existing in Jinshi's rural land transfer are also analyzed in detail. The main problems are:the undeveloped rural land transfer market, the unscientific and imperfect macroeconomic policy-making mechanism of rural land transfer, and its incomplete management mechanism. Foreign theories on land transfer system, covering theories of institutional change, theories of land market and theories about land rent, are our theoretical basis. This paper can be put into practice, thanks to the domestic and international operations experience, including a sound legal system of land, a clear the land market mechanism, and the innovative modes of rural land. At the end of this paper analyzes the household contract responsibility system deficiencies from the land system of our city, considering that the establishment of rural land transfer mechanism in our city is very necessary and urgent. At last, measures for forming perfect rural land transfer mechanism in our city are put forward:forming smooth market mechanisms, building scientific rural land transfer decision-making mechanisms, and setting up a standardized management system.
