Performance evaluation system of enterprise is an important part of human resourcemanagement, evaluate the Research and Development (R&D) personnel's performance is thepremise of training and reasonable using the R&D personnel. Based on the index systemabout innovation performance evaluation system of R&D personnel, high-tech enterprises canestablish a standards system about innovation performance evaluation of R&D, help theenterprise to carry out the performance evaluation, develop and use the people effectively,heighten the competitiveness of enterprise. In the context of building innovation-orientedcountry, high-tech enterprise enhanced the R&D, paid more attention to the work performanceof R&D. At the same time scholars have begun to realize the necessity of establishing thestandards system about innovation performance evaluation of R&D. In this paper, we try touse Analytic Hierarchy Process, Fuzzy Comprehensive Evaluation and Delphi Technique, etc.and basing on the standards we build up this paper's ideas, combining the nature andcharacteristics of R&D personnel we established the standard system. Firstly, in the article weintroduce the related theories of high-tech enterprise and talent evaluation, which is thetheoretical basis of doing this research, meanwhile analyzing the problems existing standardsystem and the causes of these problems, combining with the characteristics of R&Dpersonnel, we establish the innovation performance evaluation standards system of R&Dpersonnel; Secondly, through the use of Analytic Hierarchy Process we determine the index'sweight of R&D personnel, and set clear standards for each indicator which are divided intoqualitative indicators'standards and quantitative indicators'standards, among this articleassessment method is identified as Fuzzy Comprehensive Evaluation Method. Then, throughthe use of Delphi we establish the standards system about innovation performance evaluationof R&D, amend the index's weight tables as well as the content of indicators'standards. Finally, we apply the standards system to the enterprise to verifying the scientific and rationalof the system.
