The business of transporting Chinese labors to foreign countries begins since 1979. General developing level is lower than other countries like Philippines and India and so on. Jilin Province overseas labors corporation is a special in transporting Chinese labors to foreign countries. The corporation built in the early 90s last century. Its transporting quantity is stable every year. Since 2005, the business of transporting quantity is descending especially in recent years. The main reason of this is that corporation always transports the low level labors, whose cultural education is little, no special skills. The structure of transporting labors is conflict with international demanding. The Philippines and the Indians have the advantage in English, which also make out competition weaker. With the general increasing of national income, our labors demand much more salary than before, which makes our advantage in cheap labor disappear little by little. To overcome this difficulty, the corporation was always reducing the labor cost to snatch the foreign clients. As a result of this, all the transporting corporations are competing unfairly with each other.First, this paper analyzes the problem of stagnant transporting business insightfully. Take part in all kind of relevant seminars and do researches on the successful transporting s. Combine the present international labor market situation, analyze the direction of development in the future. Through these activities, comes out the conclusion that corporation should update the notions in time, adopt the new demanding for international labor market. And develop the high technologic and serviced skilled talents in the first place of corporations.After that, deliberate on the demand of skilled and serviced for international labor market. According to the different countries and different industries demand, divide different kinds of labors. Based on these demands, quantified the labors and localized the technologic and labors for the market. Secondly, according to the location and specification, design the different training program. Make the different plan of charge standard, training target, training program, training team, training fee and so on.According to present situation of corporation, such as shipmen, nurses, cooker and so on, elaborate on these kinds of labors respectively .Thirdly, to assure the effect of training at the same time, the article proposes how to reduce the cost and alleviate the burden of labors, attract our labors to foreign countries.About implementing training programs, elaborates on the details of what need do and prepare before implementing training program, what need do in order to reach the good effect of training courses. Due to the specialty of labor training, it demands that good training effect in short time. Promote the training efficiency is a key step. To corporations, except strengthening training courses themselves, the article suggests the other two forms, one is to build training base and store up the skilled labors, the other is to combine with colleges and universities, take the advantage of present teaching resources. This is win-win measure.In summary, the article focuses on improving the quality of transporting labors through designing and implementing training for the high-skilled serviced labors. To recognize how to adapt the current need of labor market in the world scale, to avoid the unfair competition by transporting cheap low-skilled labor. At the time of assurance of high-skilled and high serviced transporting labors, promote the quantity of labors and achieve the operating target.
