Study, Based On The Cost Balance Between The Ecological Compensation Mechanism

Sustainable development has been emphasized day by day, and social progress requires that we can not keep the high-energy, low-income model of traditional economic development that take the environment resources as the price of economic development. The contradictions between the environment and the economical highlight the mistake of "resources priceless theory". It has become a necessity of social development that find a win-win harmony in the contradictions among the resource and the environment and the socio-economic. And the river basin ecological compensation as the link between the development of society economic and the protection of ecological environment already gets more and more attention. At the same time, more and more researches of experts improve the "eco-compensation" to a very important position.This article selected the river basin ecological compensation as the object of study, and adopt the research method of combination of qualitative and quantitative. In the theoretical basis of the cost balance and ecological compensation, it analyzes the relationship between the cost balance and ecological compensation firstly, and summarizes the experience of river basin ecological compensation at home and abroad as well as the problem which exists in the domestic basin ecological compensation practices. Afterward it designs the cost balance compensation of the river basin ecological compensation, then three sub-systems of social, economic and ecological environment linked by coupled approach to form a giant system, and according to the building step of system dynamics accomplishes the construction of the river basin ecological compensation system step by step. Finally as an example to Huxian Lake, according to the situation that the non-point source pollution in Lake District quantified badly, focus consider the issue of the point source pollution in Lake District. Lake ecological compensation system will be classified five sub-modules such as urban domestic wastewater discharge, wastewater discharge of rural life, industrial wastewater discharge, tourism wastewater discharge, as well as pollution control investment and the water resources can be use according to the pollutants source of point source pollution, and follow the relationship between the index and index in module to establish the system flow diagram. After the model validation tests have been passed, it will adopt the system simulation.Through the analysis of the simulation, the result is that:it can be seen in the comparison of all programs that program 4 is the most scientific on the realization of the common development of social, economic and environmental benefits. For the implementation of the program 4, the Government department may suitably incline to the industry direction in the industrial policy, but within the industry, should be strongly against the enterprises of high-energy and low-income. In the economic investment direction, it may be appropriate to increase proportion of the pollution control investment and R&D investment in GDP. It should be vigorously popularize environmental protection knowledge and strengthen awareness of environmental protection among the rural population. Speed up the establishment and improvement of the laws and regulations which support the river basin ecological compensation mechanism, and it should enhance the applicability of river basin management system.
