This article begins from the definition and classification of the international environmental Non-governmental organizations and their history process. Then the article gives the descriptions of five conditions in which the international environmental Non-governmental organizations play their roles in environment protection. Following, the article analyzes the positive roles of the international environmental Non-governmental organizations in the global environment governance, which include these parts: they carry on environmental consciousness and motion education to the public; they supply specialized knowledge and information and influent international decision-making; they take direct action and indirect motion in order to carry on environmental protection and the governance; they help and supervise countries and enterprises to fulfill its environmental protection responsibility; they play the role of bridge between communicates in every way. At the same time, the article also gives some discussions about the limitations of the international environmental Non-governmental organizations. These limitations include their transparency question, their independent question, their representative question, their narrow vision, their technical authentic question as well as vacancy and offside question and so on. In addition, the article also carries out World Wide Fund for Nature as a case study. Finally, the article gives a suggestion about the issues which the international environmental Non-governmental organizations need to addressing in their future development.
