The CAEA (Computer Aided Environmental Assessment) of the highway constructions is a method that use the computer's characteristic of fast in running and exact in calculation to aide EIA of highways. It can make EIA time saving, intuitionistic, efficiently and comparability. The aim of this paper is to find a method to make the CAEA come true by analyzing the models of Environment, discussing the method of the CAEA and developing software.This paper is composed of 5 chapters. Chapter 1 introduces the background, actuality of domestic and overseas, contents and meaning of the research in brief. Chapter 2 expatiates essential thinking of RoadEIA including the requirement analysis, function design and overall idea of software design. Chapter 3 and 4 put emphases on the acoustic and water environment and develop the software separately. Chapter 5 is the conclusion of this paper and advice of farther research.In order to inspect the functions of the RoadEIA, the software had been applied to a few actual projects. The result of the practical examples showed that the configuration and the construction of RoadEIA are reasonable and it can not greatly shorten the period of the environmental impact assessment of the highway constructions, but save the work and the expense as well.
