Outward-led Urban Environmental Planning Research And Practice

The development and construction of small towns are major strategies in promoting rural economic and social development. In the course of construction of small towns, people pay attention to its external and direct economic benefits, at the same time, they often ignore its inherent and indirect social and ecological benefits, which result in a series of environmental problems and affect the development of small cities and towns. To carry out environmental planning is an important guarantee for the sustainable development of small towns. Different types of small town environmental planning require different planning method, and the basic content of such environmental planning includes method, theory, index system and the division of environmental function area.For export-oriented small towns, most of them focus on economic development and investment, while the investment environment is very limited. There are many small towns which produce more industrial pollution to the environment, yet the environmental governance is not complete, so the small town faces severe environment challenges. This study focuses on the features of export-oriented small towns and based on the current environmental laws, regulations and policies. Through the investigation and analysis of the state of environment and pollution, we propose the theoretical basis for environmental planning, index system and the theory and method of environmental function zoning of the environment planning of export-oriented small towns. Setting an example of Lee Cape Town, Qingdao City, a representative eastern coastal small town, which produces some guidance to perfect the theoretical system of environmental planning and export-oriented small town environmental planning practice.
