The rapid development of automobile industry highlights a series of social problems, such as traffic congestion, vehicle lose, accidents rescue and so on. To solve these problems, Telematics applications, combined with communication technology, satellite navigation systems, network communication technology and in-car computer, began to launch in Chinese market.The development of Telematics industry in China on one side helps telecommunication carriers form a more clear understanding of Telematics applications, on the other side, telecommunication carriers find out new service support requirements from Telematics projects. Since that, telecommunication operators in China begin to think about their own jobs in the Telematics industry chain seriously, and find out that they need to rescale their construction plan to meet the requirements of Telematics applications in order to push the bloom of Telematics industry.With the experience of participating Telematics application projects and working in telecommunication carrier, the author analyzes the current Telematics application market in China based on cases of passenger car pre-installed Telematics application. Relying on the teamwork of China Unicom, based on the demand of Chinese domestic market and of telecommunication carrier's business development, the author takes part in the design of Telematics Service Support Platform and raises a two-level platform architecture-a communication service management platform and a application management platform-through the conclusion of the demands and feature of M2M applications. Also, the author uses effective project management tools and scientific knowledge for the platform design and implementation to ensure the success construction of the platform.The essay includes eight chapters, focusing on the research of Telematics Service Support Platform. ChapterⅠ, preface, mainly introduces the background,purpose,significance of essay study as well as domestic and international research situation. In ChapterⅡ, the author mainly discusses about the status of telecommunication carriers taking part in the Telematics applications and the problem they meet combined with several successful cases on Telematics applications. ChapterⅢintroduces the project objectives and tasks of constructing a platform to support the Telematics applications. ChapterⅣcarries out the feasibility analysis of this project. ChapterⅤgives the design of Telematics Service Support Platform. In ChapterⅥ, the author sets up a detailed project implementation plan. Chapter VII gives the project management application during the project implementation phase. And the Chapter VIII is a summary and outlook of the project.The design of the Telematics Service Support Platform provided by this essay is presented based on massively drawing on advantages of a large number of similar platforms and on the planning of a total scale of application platforms for Shanghai Unicom. The essay aims to provide effective control on implementation of project using scientific project management method, to increase success rate of application platform design project. The author hopes this platform can support most kinds of Telematics applications, and can provide certain reference experience for other "Internet of Things" application platform.
