Evaluation Index System Of Urban Internationalization Research

City internationalization is the mutual contacts and communications of capital, goods, people, technology, information, services and other factors of cities, which keeps greater compliance with global practices and game rules, to be involved in global competition and cooperation, playing an important role in global economic activities. City internationalization is the process of gradual integration of international cities. Under the globalizing circumstance, with closer world economic contacts at present and more frequent inter-regional communications is the popular phenomenon of city internationalization.Currently the rapid development period of major developed countries has past. The functions of central cities in developed countries maintain the international property to some extent. The mostly concerned is the city internationalization among developing countries, the process of which faces opportunities and challenges when the fundamental changes from international divisions because of the information technology and high-tech development and the worldwide polarization of capital, goods, people, technology, information, and service accelerated by modern communication networks. Now a great many developing cities, including cities in mainland China are enhancing their competitiveness in the international market, to be adapted to economic globalization, in such aspects:1. city industrial development to be more involved in international division of labor and integration into the international market,2.city operating mechanism to have a better integration with international practices or guidelines; 3.city environment to be more friendly for international communications, contacts, competition and cooperation.City internationalization is inevitably the outcome of economic globalization. Changsha, capital of Hunan Province, leader in economic development in Hunan, is initiative to connect to the global development network, which is of great strategic significance for the promotion of sustainable development and future international development for Hunan. By studying and analyzing of domestic and international advanced internationalization theories, based on the characteristics of cities in China, the thesis builds up a Changsha city international development evaluation index system, which asses the international development level of Changsha City from the two indicators of identifiable index and shapeable index. The functions of cities, leading industry, economy and trade, governance, human settlements, social services and institutional system, etc. referred by city international development are systematically analyzed and internationally compared. The thesis evaluates the current state of international development and problems existed, and proposes the positioning and image building for Changsha internationalization under globalization and puts forward the ways to promote city internationalization from the aspects of city culture, education, economy and trade, human settlements, urban and rural integration, the leading industry and so on.The topic of the thesis originated from Strategy Study on Changsha Internationalization Development on the background of globalization which by Changsha Party Committee and Municipal government in 2009.it is a monographic study of the main topics. The study is aimed to offer internationalizing cities in developing countries theoretical references, as well as to inspire further more and better researches for all.
