With the development and reform of Chinese power industry, the primary goal of Chinese electrical enterprises has been changed to how to improve the management level and efficiency to achieve the maximal profit while ensuring the power grid security and reliability. Power device management is the basic and primary sub-system of electrical enterprise production management. However, there are several problems existing in the construction of electrical enterprise information system, such as lacking uniform data specification, having lots of separate information islands, being difficult to add or upgrade systems or applications. At present, Chinese electrical enterprises are still lack of power production management system especially power device management system which adopts advanced software theories and is suitable for the situation of China. Meanwhile, correlative international standards haven't been integrated into the development of electrical enterprise information systems. Therefore, it's very important to study power device database model and the communication between power device management system and external system. On the basis of the research of standard IEC-61970 and combining with the business characteristics of power device management system, this paper firstly presents the idea of designing device database model based on CIM. Depending on this, the paper employs object-oriented persistent layer between the RDBMS and device management business design, take the CIM classes as example and presents an in-depth description of how to mapping OO elements such as class, attribute, OID, relationship, etc to RDBMS. According to the communication demand between power device management system and external system and component models discussed in standard IEC-61970, the paper gives the design of device management system communication platform construction adopting CIS and Web Services. The communication process between EMS and power device management system based on Web Services and CORBA has also been lucubrated. Furthermore, the paper takes the DAF as example and presents single-way bridge system from Web Services to CORBA.
