With the development of the automatizing and inforniationizing of the Electric Power System, the traditional Energy Management System (EMS) faced many difficulties, such as expanding new functions, exchanging data between different systems & applications and coordinating operations of products from different manufacturers. The requirement of sharing information and integrating systems & applications comes out. In order to facilitate the integration of EMS from different manufacturers, and the integration between EMS and other systems inside and outside the Electric Control Center, the International Electrotechnical Commission (IEC) recommends IEC 61970 EMS-API standard series. IEC 61970 proposes an Application Integration Framework based Components, Common Information Model and Component Interface Specification. The new generation of EMS will be constructed based on IEC 61970 to provide possibilities of the cooperation and integration of different systems.IEC 61970 recommends 4 main Component Models, which are widely accepted by software industries, to construct EMS. They are EJB, CORBA, COM/DOM and XML Web Services & Microsoft .NET. EJB/CORBA/DCOM technology adopts close-coupled RPC mechanism; their protocols belong to specific corporations or organizations, not open enough; so has limitation in distribution application on Internet. XML Web Services technology adopts loose-coupled message mechanism; its protocols are supported widely, open enough. Therefore the systems constructed with EJB/CORBA/DCOM could use Web Services to improve their performance on Internet.By using Web Services in EMS and Electric Control Center Application Integration Framework, the Electric Enterprise Application Integration will be realized in a broader scope.
