Water resources carrying capacity (WRCC) is one of the main components of natural resources carrying capacities in the process of sustainable development of one country or area. It is vital for the integrated development or development scale of one country or area. To solve the water problems for achieving sustainable development of areas, WRCC must be analyzed in depth primarily as for providing bearing foundations for decisions of economy development and city planning, then, map out the restricting scale of development and control the economy development of society below the WRCC. The purposes of analyzing WRCC are to reveal the reliable relation of water resource vs. population and economy, utilize water resource reasonably and sufficiently, progress the growth of economy and protect water resources coordinately, and promote the sustainable development of society.The sustainable development theory is the guide idea for studying WRCC. It is helpful to synthetically consider and strategically propose the relevant improvements under WRCC in the view of economy, society, environment and resources, if combining WRCC and sustainable development theory. Based on the research of sustainable development theory, the resource view from sustainable development theory and sustainable development of water resources are studied. Further more, the relations of WRCC and sustainable development are analyzed. Guiding by the theory of sustainable development, WRCC's concept, intension, characteristics, basic principles of research and index system of evaluation are studied in depth. In addition, the main contents and research strategy are summarized, and the existing methods of the research on WRCC are introduced and evaluated. Moreover, the strategies of increasing the carrying capacity of water resources are put forward on the basis of analyzing the affect factors of WRCC.According to concept of sustainable development, by using routine prediction method, calculate the WRCC of Wuhan city under four schemes at five years(2000,2010, 2020, 2030, 2050). Accordingly, WRCC for each scheme and year of Wuhan are obtained, and related carrying capacity of population and over carrying population of every district are calculated. Moreover, WRCC of districts are classified according to the classification system of WRCC, and WRCC of Wuhan City is evaluated in general and divided respectively.As results show that, in general, the growth rate of population of Wuhan does not exceed its WRCC. There is still a space allowing growth in population. The relation of population and water resources is sustainable. However, with the rapid development of economy and society, this relation won't be held for ever. For each district in Wuhan, the over carrying of population will occur in few years in some areas, if measures economizing water resources do not be carried on. Therefore, it is necessary to adopt related countermeasures for developing and utilizing water resources of Wuhan, as the purpose of meeting the needs of high economy development of every district in Wuhan, and keeping the relation of humans and water resources sustainable developing in a long term. It is suggested to build up a society in which water resources are sufficiently utilized and the polluted water resources are highly treated, improve the uniform management of water resources, establish a uniform and reasonable water price to exert the role of price lever for protecting water resources of city, and realize the sustainable development in the end.
