Wind-resource estimation is a very important task in the feasibility stage of wind power project, it is an important basis for wind-power farms, and refers to item's setting up and equipment shaping, as well as the economics analysis of the item. The curve of wind speed distribution is a very important tool to evaluate wind resource, generally, dominating parameters such as energy density, wind power output, time of wind energy utilization and etc.At present, WA~SP developed by the laboratory of Danmark that is used to estimate wind power output is widely applied. WA~sP calculates wind resource preferably, and it can evaluate wind resource better in smooth terrain, but in complex terrain the error calculated by WA~sP software is bigger. Terrain in our country is complex and weather is also different, so it is difficult to use a unified model of wind speed distribution to describe all the wind speed distribution of different terrain in our country, certainly also cannot use one Weibull wind frequency distribution to statistic domestic all local the wind resources, This paper precisely launches the research under that background.The aim of this study is to provide technical reference so that we can use our rich wind resource better. Therefore, based on analyzing and comparing mature wind speed distribution model at present, exerting the superiority of each kind of wind frequency distribution mathematical model, considering the wind speed influenced by the different terrain and climate, the ground obstacle, as well as shield, unifying my national wind resources distribution characteristic, this paper establishes a model storeroom including the many kinds of wind speed distribution model, and presents a least error approach and circulation optimization to determine the four parameters of the general wind-speed distribution model. From the experimental result, we can see this method is simple and veracious. Based on evaluating wind-resource on wind farm, this system uses LCCA(Life Cycle Cost Analysis) method to evaluate all the cost of wind park, and finally calculates some important economical parameters like net present value of a year, cash current, and etc. besides, it gives the curve of cumulative net present value which can reflect the profit capability of the wind-farm. That provides a technical guide for choice of wind farm design. As a result, this paper develops a new wind resource assessment system that is suitable for all kinds of the terrain in our country. Moreover, with 42 types of wind turbine's power curve it cancalculate wind power output. Besides, it can still do economic analysis to appointed wind project. In future, it will provide contribution soon for the renewal of our wind power technology and the expansion of wind power construction. Finally this paper adopts wind data of S. Maria 1 West to validate the new system, and the test result is consistent with material that the literature has provided, that validates the feasibility and correctness at a certain extent.
