The traditional electrical monitoring system of industrial and mining enterprises uses control technology, information processing technology and communication technology and so on, and adopts computer system and intelligent devices to realize automation instead of manual operation and to achieve automatic monitoring, measurement, control and protection for the main electrical equipment, transmission and distribution lines. In this paper, taking the microprocessor protection project of 110kV substation as the research object, the electrical monitoring and power energy management system is built on the base of the monitoring system. The main goal of the composite system is to realize the distribution monitoring and integrate the electrical information, so as to improve the efficiency of the power.Firstly, the paper performs the distributed design of the system with CORBA and divides it into four layers. In the framework, the lower two layers are in charge of hardware network and provide CORBA circumstance; the service layer provides standard service and public service to simplifie the exploitation of the application layer. The subsystem is located at the application layer which is built on the base of the service layer. The subsystem, including SCADA subsystem and power management subsystem, is the core module of the system and faces the users directly.This paper does an in-depth study for the two mentioned subsystems. To the low level, the SCADA subsystem can access and control the devices with the particular field bus and protocol according to the requirement of field bottom intelligent devices. To the up level, the SCADA subsystem communicates with monitor station or the server by CORBA bus. This paper divides the SCADA into data acquisition module and data processing module from the function, the drive encapsulation and the multithreading management are analyzed particularly. The electric energy management subsystem can provide the reference data and suggestion for the energy-saving decision of the enterprise through the four parts bellow:the load monitoring and energy conservation management, the benefit and energy consumption management, the harmonic monitoring and energy conservation management, and the energy conservation management of transformers.In the end, this paper designs the overal scene framework according to the demands. Part codes of application software and the effect figures are displayed. At present, the system works normally, it can not only realize the conventional distribution monitoring, but also can realize the electric energy management so as to provide the reference of energy-saving decision for the workers, the running result shows that the system has good social and economical benefits.
