The urban spatial distribution is the result of the urbanization process. The rationality of the spatial distribution is remarkably promoted or restricted to the growth and development of the regional economy. Under the prospect of the development of the urban system in Hebei province, the Jing-Jin-Ji Metropolitan Region and the economic Rising Belts around Bohai Sea in Hebei province, the paper firstly taking example of the cities around Bohai Sea of Hebei province, expound the area condition for the cities around Bohai Sea in Hebei province, then analysis the characteristics of spatial distribution in the urban system by using the fractal theory and expanded breaking point theory, at last bring forward spatial development strategy for these cities.(1). The urban system around Bohai Sea in Hebei province is a part of the urban system of Hebei province. Under the effect of nature condition and social-economic growth condition of Hebei province, the urban system around Bohai Sea in Hebei province showing the characteristic as follows: Firstly, it is divided into two parts of north and south by Beijing and Tianjin. Secondly, the economic strength of the coastal areas is not strong although it near to Bohai Sea. Thirdly, the urban system is obviously draw by two cores and broken up by hinderland. Fourthly, there are great differences between spatial distributions of the cities; they distribute a disproportion in the whole.(2). The urban system around Bohai Sea in Hebei province ought to adopt the development strategy of one metropolitan area,one compact urban district, and four pole-axis developing belt. The metropolitan area is Tangshan metropolitan area, a modern area along the coast and open to the outside world.It looks on the source of energy and raw material further processing industry as basis, takes harbor transports and harbor industry as new pillar cornerstone industry. With the development of the rising industry and extra-industry, the center of economic activity in the metropolis area will shift toward coastal areas. The compact urban district is Qin-Tang compact urban district,which is mainly composed of these cities along with Daqin, Jingqin and Jingha railway around Bohai Sea in Hebei province. The further industry distribution of this area should take the whole district around Bohai Sea into account; reinforce division of work and cooperation. Four pole-axis developing belt are Jinghu railway and Highway G104 pole-axis developing belt, Highway G106 pole-axis developing belt, Shuohuang Railway-Highway G307 pole-axis developing belt and Botou-Haixing pole-axis developing belt. Pole-axis developing belts are small but vigorous in fast developing.It should take advantage of the growth-poles and traffic circuits of its own, spur on the economy development of the towns along the axis.(3). Construct comprehensive traffic network that surround the port, enforce the protection of ecological environment, cooperate with Beijing and Tianjin and the"one line; two sides"strategy of Hebei province are main measures to optimize the urban system distribution around Bohai Sea in Hebei province.
