Deng Xiaoping pointed out that social stability and economic development in China primarily depend on rural development and peasants' life. Since 1978, Chinese rural economy and politics attained great developing potential and development power. As a rural grass-roots democracy created by Chinese peasants---villagers' autonomy, which is spread and enriched gradually in Chinese rural area, has formed grass-roots autonomy system with Chinese Characteristics. How to construct the villagers'democratic autonomy led by the village Party branch? How to coordinate the relationship between village Party branch and the village committee (namely the relationship between "two committees)? The questions above are important issues of village governance in Transformation Period.Owing to empty of collective economy, decrease of rural population, evolution of rural society in western agriculture-dominant village, the condition and contradiction of "two committees" are different from other regions in China. Thus, coordination scheme must proceed from reality, instead of copying successful experience in other regions. Besides, coordinating the relationship between "two committees" must depend on its features, combine with rural reality, formulate specific measures and work system, strengthen core leadership of the Party, advance villager's autonomy, impetus grassroots democracy, establish socialism new village and harmonious society to promote economic, political and social development scientifically and harmoniously.This thesis consists of five chapters. Chapter one is introduction, which defines the definition and connotation of relationship between "two committees", depicts catachrestic of western agriculture-dominant village and the situation of "two committees". Chapter two reviews history of "two committees" and reflects adjusting mode of relationship between "two committees" since 1978. Chapter three analyses condition of relationship between "two committees" from three aspects. Chapter four concludes the features of contradiction in "two committees" and its reasons. In Chapter five, guided by Chinese Marxism thoughts on grassroots democracy, the author combines features of relationship between "two committees" with rural reality, proposes adjusting principle, manner and measure of the relationship between "two committees".
