And mentioned that on the basis of the one-China principle, let both sides of the Straits discuss a formal end to the state of hostility between the two sides, reach a peace agreement. With the continuous development of cross-Straits relations in recent years, the relationships of economic, social, cultural, technological, religious, sports, health, academic are increasingly close, Cross-strait economic and trade exchanges and personnel contacts are more frequent in a wide scope and a varity of forms. At the same time, the rampant criminal activities are also increasing, including drug trafficking, smuggling, fraud, kidnapping, extortion, manufacturing and selling counterfeit money and other forms of crime between the two sides with diferent forms. It seriously damaged the legitimate rights and interests of compatriots on both sides. Two sides of authorities (police) have repeatedly expressed their common willingnesses to combat crimes. But it is affected at punishment on the criminals because of the limited polital factors and lack of smooth cross-strait communication channels and mechanisms in the judiciary.Therefore, it becomes urgent to resolve the issue how to reduce the adverse factors affecting cross-strait security, maintain the life and property security of compatriots on both sides, combat and punish crimes damaging compatriots on both sides, strengthen cross-strait cooperation and management on social security.The two sides should strengthen cooperation,make hands together, and deeply crack criminal activities down in order to force the criminals shorten antennae of crime, futher providing a good environment for keeping cross-strait peace and stability, promoting the construction of a harmonious society and supply the public on both sides to live and work happily. Based on the situation analysis and cause analysis of a series of cross-strait issues before and after the "three direct links", the two sides should carry out cross-strait cooperation in criminal justice, further discuss strengthening cross-strait crime judicial cooperationfrom and establishment and improvement of relevant systems, and crack down cross-regional crimes. Then, both sides of the Straits establish pilot experiments to explore ways of cross-strait cooperation in combating crimes; gradually improve the judicial system and establish the "cross-strait integration of police" cooperation framework and supply other counter measures.
