Physical Education Teaching Objectives is the fundamental way of teaching discipline to implement the specific implementation,is the basic starting point and destination of teaching. With the smooth progress of the new basic education curriculum reform, the thought of sports and physical education model of teaching in China has undergone profound changes, while these changes have an urgent need for physical education can be fundamental change in the target system to ensure and promote our physical education deepening the reform. Currently, in the context of the implementation of new curriculum teaching objectives for years there still exist several key issues including physical education teaching objectives in design of the main target behavior dislocation; teaching objectives action verbs in the use of inaccurate; achievement of objectives of the carrier not clear; to implement target objectives of the course of motor skill knowledge of how to implement is not in place; how to take the development of students as the main effects and the lack of effective teaching evaluation criteria and other issues.In this paper, use the methods such as literature, questionnaire survey and so on. Take Shanghai"2 Curriculum Reform" as the background, through the design situation of physical education teaching objectives of junior high school in Shanghai, to implement the content of physical education teaching goal focus, teaching methods, teaching organizational forms, exercise load, evaluation methods and response to the results on the implementation, as well as the effectiveness of the implementation of physical education teaching objectives to investigate the status quo, etc. In-depth and detailed analysis on the implementation of the goals of teaching junior high school physical education effect of many factors, and ultimately make recommendations and countermeasures. The main conclusions are as follows:1. Physical Education teachers of Junior high school have a clear awareness and understanding on the "two curriculum reform" philosophy, but the degree of fulfillment existed a very significant difference in different schools in different regions.2. Positioning of teaching sports skills under the New Criteria for Physical Education teachers of Junior high school is optimism, to a certain extent by the concept of the "dilution motor skills" and "abandoned motor skills".3. Physical Education teachers of Junior high school take the "Student Development" as the core concept of physical classroom teaching, design objectives of physical education teaching the basic formulation is correct, the more traditional presentation method is more clear, concrete and operational.4. Most of Physical Education teaching goals in five areas designed by Physical Education teachers in a uniform requirement with New Curriculum level 4, but asking too much to students on the psychological health.5. To understand the nature of the physical education for Physical Education teachers of Junior high school need to be further deepened, as while most of the teachers confused of the main axis as the course materials or the goal, but in the process of implementing the goals, with emphasis on reasonable.6. Physical Education teachers of Junior high school In the process of implementing the goals, design of teaching methods, exercise load is basically rational but need to be more flexible, according to the actual teaching situation in a timely adjustments; as while have to consider individual differences of students, so that individualized. Students and teachers in the completion of the goals of the evaluation, the greater use of oral assessment, and began to emphasis on "Evaluation of diversification."7.
