Based on the field investigation and analysis of documents, questionnaire, mathematical statistics and system analysis, this paper, in a random sampling survey, has stepwise stratified 136 counties of 11 districts in Hebei province. According to the GDP in the year of 2006, 2007 and 2008, these counties have been divided into three groups, with the name Group A, Group B, and Group C as substitutes, among which 17 counties in random selection from Shijiazhuang, Baoding and Zhangjiakou will be used as samples. The paper will further analyze the present situation in the rural primary schools in the above counties such as teaching in physical education, PE faculty, extracurricular physical activities and training, sports grounds, sports equipment, sports meet and sports funds, and so on.The statistical findings are as follows. First, most primary schools offer a course in physical education, but 24.9% schools do not offer a PE course. The rate of offering a course between relatively developed economic areas and the medium and that between the medium and the poor areas are almost the same. Besides, teaching contents mainly include those simple and easy items, such as playing ping-pong, playing games, and skipping ropes etc. Secondly, the male and female PE teachers are equipped in a more reasonable proportion. The ages of the PE staff are at two extremes. The above rural primary schools are understaffed by professional PE teachers. Almost half of the PE teachers graduate from technical schools. Moreover, they are all with a lower professional title, and the evaluation of the professional title tends to lag behind. Fringe benefits for PE teachers are low. Thirdly, the extracurricular physical activities in the three areas have not been developed well. Most primary schools spend a short time having extracurricular activities, and the students mostly do physical exercises freely. However, the recess physical exercises in these schools have been carried out smoothly. Most of them can hold once a year a comprehensive sports meet. And lastly, the average sports grounds of rural primary schools in economically advanced areas are more than those in poor areas. In all the schools the first-class necessary sports equipment is sufficient and up to the standard, while the secondary-class necessary and optional sports equipment is obviously better in rural primary schools in economically advanced areas than those in poor ones, however, none of the optional one can meet the standard. Moreover, in these rural primary schools the special funds for physical education are not clear and definite, and are badly lacking.Therefore, the following suggestions have been presented. First, the publicity of PE work in rural primary schools should be strengthened; people's conceptions of physical education should be changed. Secondly, scientific management and planning for physical teaching staff should be energized to guarantee them to be qualified. Thirdly, according to the features of the pupils'physical and mental development one may introduce the local traditional fine sports items which spread far and wide among the people into the new curriculum. Fourthly, the PE teaching should be standardized, thus to make the pupils learn the ways to lifelong physical exercises during school years. Fifthly, special funds for sports should be increased, and each school will raise fund to improve sports grounds, equipment and so on in rural primary schools. Sixthly, colorful extracurricular sports activities with the characteristics of the schools themselves should be held and standardized. Lastly, the teachers'professional qualities should be enhanced. Besides, the proportion of the homemade equipment should be increased to improve the quality of the PE course to some degree, which will impel PE teaching to reach the requirement of "Curriculum Criterion". Thus the PE work in rural primary schools may develop smoothly, hence to help the pupils in these areas develop both physically and mentally.
