As the teachers' professional development deepens, the studies related .school security of teachers' professional development are increasingly becoming necessary. The specialitiies of non-governmental secondary and primary schools in our nation make the security of teachers' professional development have special research significance for the teachers works in the schools. The thesis defines the concept of school security for non-governmental secondary and primary school teachers' professional development, and discusses the formation and inter-relationship. The paper also investigates current problems of non-governmental secondary and primary school teachers' professional development and makes an attempt to raise suggestions for improvement. The research methods involve literature review, investigation and comparison to process the research.The dissertation defines non-governmental secondary and primary school teachers' professional development as: a general designation of ensuring measures that according to the school context, besides providing basic life security and job security, the non-governmental school exploits, integrates and makes full use of resources in and out of school to realize the goal of teachers' professional development. The ultimate aim of this security lies in pushing forward the development of school in turn promotes teachers achieving more life security, job security and development security, and finally makes the teacher and the school get mutual development. The school security of non-governmental secondary and primary school teachers' professional development contains ideal security, system security and resource security, and in which, ideal security as inner motivity, system security as bridge and resource security as base.The empirical study reveals the problems that lie in school security of non-governmental secondary and primary school teachers' professional development as that: on the aspect of ideal security, the teachers don't agree with their professional role a lot; they lack of systematic knowledge about teachers' professional development; they don't pay enough attention to educational and teaching research. Besides this, the job insecurity greatly stop teachers caring their professional development. On the aspect of system security, the weak advertisement and execution of the institution, low identification and norm to institution together with incomplete setting are all concerned. On the aspect of resource, the time for teachers' professional development, financial and human resources, learning opportunity, learning resources are all insufficient.According to the problems above, the writer then gives suggestion as following: process of non-governmental teachers' professional development with systematic thoughts and learning style school concept, improve the research system of teachers' professional development, setting up dynamic and ordinal prompting system, adopt developmental assessment, design the system of teachers' professional development, improve organization of teachers' professional development, build special fund for teachers' professional development, create time, increase learning resource and opportunities, etc.
