The relationship between population factors and economic development is of a two-way. It is said,demographic factors will affect economic growth in the form,manner and speed of impact,while economic growth will also affect the speed of population growth and outcome of demographic transition. China is use of two decades of time to complete the demographic transition of the Western countries in a century. And it complete a transition from the "high-born,high-death,high-growth" to "low birth rate,low death rate, and low growth" of population historical process. At base of the law on the demographic transition,China's use of coercive population policies to speed up the implementation of population historical process,which is conducive to socio-economic development process, so that the population factor for the socio-economic development have provided favorable conditions,but people always take questions about how extent the fast-changing population cause China's socio-economic development,which is still subject to different queries.And the consequences of the study,caused by rapid change in population development,has also become the main direction. In this paper,on the basis of the rapid transformation of China's population is,we research how the rapid transformation of China's population is. The study population play an important role to the economic development. We take the "demographic dividend" as the key role of research,because "demographic dividend" could cause the economic development. These could explain rapid change in population development bring about a positive role to socio-economic development, also could explain the different ways and the decision factors of respectively the "demographic dividend" realized, go to further explore the existence and the possibility of the second "demographic dividend",thereby, allowing the development of population to maintain steady and rapid growth of China's social and economic role.
