Scientific and technological innovation is the first driving force for local economic development.Formulating and improving scientific and technological innovation policies that conform to local development characteristics plays a crucial role in the high-quality development of the local economy.As the forefront of reform and opening up,Wenzhou,compared with traditional manufacturing industries,has a technology-intensive characteristic of gathering high-energy platforms,high-tech enterprises,and technological innovation oriented small and medium-sized enterprises,In essence,scientific and technological innovation policies are a means of intervention led by the government as a decision-maker.On the basis of normal market functioning,the formulation,promotion and implementation of Wenzhou’s scientific and technological innovation policies are essential.Scientific policy design and strong implementation will effectively promote the rational allocation of resources,intensify scientific and technological innovation by enterprises and scientific researchers,and optimize the industrial structure.Wenzhou is a pioneer in the development of the national private economy,Studying the implementation effect and optimization path of Wenzhou’s science and technology innovation policies will not only help promote Wenzhou’s science and technology innovation policies to be more scientific and feasible,but also provide reference for other regions of the country to promote science and technology innovation.Taking the science and technology innovation policies issued by Wenzhou City as a research sample,this paper analyzes and combines the actual situation of the introduction of science and technology innovation policies in Wenzhou City,and proposes reasonable adjustment suggestions,with a view to further promoting the science and technology innovation policies in Wenzhou City to fully exert their due effects.Based on the review of relevant research literature on science and technology innovation policies and the analysis of science and technology innovation policies in Wenzhou City from 2015 to 2021,the paper uses the fuzzy comprehensive evaluation method to construct and evaluate the evaluation system of science and technology innovation policies in Wenzhou City,analyzes the implementation effectiveness,existing problems,and reasons of science and technology innovation policies in Wenzhou City,and puts forward optimization suggestions.Research shows that,first,from 2015 to 2021,the number of scientific and technological innovation policy documents issued by Wenzhou City has increased year by year,and the content of the policies has been constantly enriched.The second is that Wenzhou’s scientific and technological innovation policies have achieved good results,with the best policies for investment in scientific and technological innovation resources,followed by policies for the transformation of scientific and technological innovation achievements,and policies for the industrialization of scientific and technological innovation achievements.Third,there are major problems in Wenzhou’s science and technology innovation policies,such as inadequate policy systems,inadequate coverage,and inaccurate policy positioning.The main reasons are unscientific policy design,lack of evaluation mechanisms,and weak construction of science and technology management teams.Based on this,it is necessary to improve the scientific and technological innovation policy system,enrich the policy content,enhance the sustainability of scientific and technological innovation policy investment,strengthen the implementation of the transformation policy of scientific and technological innovation achievements,strengthen the content and strength of the industrialization policy of scientific and technological innovation achievements,accelerate the digital transformation of scientific and technological industry clusters,and further improve the level of scientific and technological innovation in Wenzhou.
