When making the strategic program choices, companies still mainly use the general manager intuition, experience, judgments and qualitative methods, while strategic evaluation and control methods is also based on qualitative methods. In this case, building a system of strategic options, evaluation and methods of controlling system has been very important.First of all, this article in strategic theory based on all aspects of the strategic process initiated research and analyzes evaluation methods of strategic options and in which it uses comments for SWOT matrix, QSPM matrix method, and Boston matrix method, then analyzes and summarized control of the balanced scorecard and DuPont financial evaluation methods in strategic evaluation in order to arrive at the current strategic choice and lack of evaluation methods. Second, the article also provides an overview of the DEA, makes a general summary for DEA methods research in the present stage, then introduces the basic principles of DEA methods and makes a presentation on basic ideas of the DEA method of C2R model, C2GS2 model and Entropy-DEA model, finally based on an overview above, the study also pointed out the advantages and disadvantages of the DEA method and the DEA method in the strategic selection, evaluation and control of nature. Then, on the basis of this study the article constructs a set of DEA-based methods of strategic choice, evaluation and control system. The method system includes the application of entropy-DEA method of alternative strategies for program selection, application C2R model and C2GS2 model of strategic evaluation and control. In the strategic evaluation and controlling, we can analyzes strategic effectiveness, economies of scale, projection and shadow price targets from four areas applied to C2R model and C2GS2 model. Finally, the paper refers to some information of "Tong Xin Mining Development Co., Ltd. Development Strategy," subject, carries out empirical research on strategic options, evaluation and control of Tong Xin Mining Industry Development Co., Ltd. using DEA methodology, then makes a permutation of pros and cons of alternative strategies for six sorting programs in order to determine the company's development strategy. In the end, the article analyzes effectiveness of the strategy, economies of scale, projection and shadow price index of the company between 2009 and 2015 the analysis, which makes a few comments for the company's strategic control measures. According to the article, Tong Xin Mining Industry Development Co., Ltd. strategic control in the next step should be taken in the following four measures to improve control. First, the performance, compensation and strategy linked to the establishment of revenue-sharing system; second is to establish a rational resource allocation plan; third is to strengthen the financial control efforts, including cost control and budget control; the last is to establish strategic audit institutions.
