In the 21 century, we entered buan-new time -Knowledge econemy time. Nowadays, all sorts of technology developed quickly, business environment varyed from minute to minute. Company competed intensely, especially the talent. According to one investingation report from word bank, at present, human resources capital accounted for 64% of word wealth. Furthermore, american famous economist and winner of Nobel prize Beeker pointed out that human capital accounted for 75% of whole country in developed country, and become the key factor for the growth of country wealth and economy progress. Talent become the first resources and key power for the economy development and society progress.As the human captial become the key for the human, society and economy development, knowledge-based employees with knowledge, technology and informantion of company, had more and more initiative. In knowledge economy era, knowledge-based employees become the leading creator of company value and important human resources, and become more and more important in company. Now, the quantity attainment and achievement ability of the knowledge-based employees become the key competition ability, and become the final factor of company competetion, so, it is the key job to improve the initiative, motivation and originality of the knowledge-based employees.This paper defined the connotation,chief characteristic and driving measure of the knowledge-based employees. Firstly, bsed on the description and analysis of basic cricumstances of zt company and its knowledge-based employees, this thesis diagnosised the salary payment; then, according to the present situation of zt company, based on the analysis and research of old salary payment, this paper optimalized the formor salary payment; finally, this paper formed one workable, effective desinging programme of salary payment.
