In Chinese organization, State-owned enterprise management style, management mode, leadership style, enterprise culture and employees with idiosyncratic all aspects with private enterprise are different, these differences caused the two different organization forms of organization the employees there may have different political behaviors, when employees perceived politics in the organization, it will reduce the trust to the organization, then, reduce the organizational behavior(OCB). The OCB is not included in the formal job description, and doesn't direct related to the performance at work. However, it will impact the overall performance. The OCB were thought to enhance organizational effectiveness. If there are full of the employees with the citizenship behavior in the organization, it will increase the morale as well.China national POP is a worth thinking and research topic. On the other hand, through literature material, the collection and processing of organization, we found that the research on POP in the context of political consciousness, the correlation research variables for different forms of political consciousness enterprise employees organization comparative study of rarely, but due to the different historical background, different kinds of enterprise staffs organization of POP of organizational citizenship behavior should be different.Aim:Based on this, POP is used as independent variables; OCB is used as dependent variables. The purpose of this research is to analyze the employees in State-owned and private enterprise,whether the perception of organizational politics is significant different. Then, analyzing the relationship between POP and OCB in State-owned and private enterprise.Method:While, this study uses the home state-owned enterprise and private enterprise's management and the ordinary staff as the object of study, design POP and OCB questionnaire, based using SPSS statistical analysis, sorting through the statistic results, statistical analysis.Result:One is the Perception of Organizational Politics are different in western and Chinese organization;The other is when the employees in State-owned enterprise organization perceive the supervisor and co-worker's political behaviors, the effects of POP on OCB are significant negative than private enterprise organization's employees.Conclusion:First, managers should pay attention to the OCB understanding OCB and guidance on employees, it could lead to employees to show OCB, Secord also can establishing an effective incentive system, through all the possible ways, will organize fashion into the workplace with spirit of citizenship to all employees. Meanwhile, state-owned enterprises still exists some problems, therefore, to adapt to the market demand, it still need to continue to adhere to the policy of state-owned enterprise reform, establish modern enterprise system, overall to strengthen enterprise management, promote enterprise spirit civilization construction.
