Government Functions In The Endowment Insurance Study

After reform and opening up, China has created a new group of migrant workers. As the society's basic members, migrant workers have made great contributions to urban and ecnomic's development. However, they are always separated from the edge of the city, and are in shortage of their corresponding social security rights. Migrant workers' endowment insurance is not the most problem to be solved, but it is the bottleneck that restricts urban and rural economic and social long-term development. Many governments, experts and scholars have paid close attention to migrant workers'endowment insurance and put it into practice, but the actual effect is still a big gap away from the original intention of the policy.The paper selected government functions as the perspective of researching migrant workers'endowment insurance. Based on combing the characteristics of migrant workers, endowment insurance policies and the operating conditions of current system, the paper proposed that constructing a government-led system of migrant workers'endowment insurance had both theoretical basis and profound basis. Government will have the ability to provide endowment insurance. Then, the paper conducted a detailed analysis on the defects of migrant workers'endowment insurance, and analyzed the underlying reasons of government functions'absence such as institution supply functions, fund functions and regulatory functions.In order to offer some suggestions to the correction of government functions in migrant workers'endowment insurance, the governments'functions were defined as system supply function, fund functions and regulatory functions in the last section. Firstly, the government must accelerate the issue of the social insurance's special legal for migrant workers, and provide a unified endowment insurance implementation. Next, the government should adjust the structure of financial expenditure so as to increase the endowment insurance support, raise more money by broadening sources of income. The governments need to carve the scope of financial support reasonably and clearly still. What's more, the government should monitor the management and investment of the endowment insurance's fund strictly; supervise enterprises to bear the responsibility of the corresponding funding. There is more to it, the government is accountable to inspect the policy's implementation by local government. Only by the government does all the work, can we make the migrant workers'endowment insurance system tend to unification and standardization.
