At present, science&technology finance has been used as a major theoretical andpractical issue which is concerned and researched by scholars with the important role ofscience&technology innovation system and finance system in our country. On the one hand,the development of science&technology finance is the important initiative of implementingindependent innovation strategy, building an innovative country and accelerating the greatrejuvenation of the Chinese nation; On the other hand, it is the inevitable choice oftransforming economic growth, making the efforts to deal with the financial crisis andpromoting sustainable economic development.In this paper, based on existing research results in science&technology finance, theauthor builds science&technology finance system from industry perspective and analyzes theformation mechanism of science&technology finance industry. At the same time, the authorproposes an evaluation method of the judgment direction on science&technology financesystem orderliness operation to provide a theoretical basis for regulating science&technologyfinance system combined with orderliness evaluation results. Thus, this paper has certainguidance and reference significance for the study of the construction and improvement inscience&technology finance system in our country.Firstly, based on clarifying the participation elements of science&technology financeand its functional orientation, the author proposes the double helix structure of science&technology finance, analyzes the formation mechanism of science&technology financeindustry, builds science&technology finance system and establishes its operating mechanismfrom a new perspective-industry perspective to highlight the mutual integration betweenscience&technology finance and industrial development. Secondly, there is a need to build anorderliness evaluation indicator system before making orderliness evaluation. Throughcollecting evaluation indicators and theoretical analysis, the author selects32primaryindicators. Using the Delphi method,17evaluation indicators are screened from the primaryindicators combined with information entropy principle. Ultimately, the author determines theorderliness evaluation indicator system. Then, based on a clear object and purpose oforderliness evaluation, the author defines science&technology finance system entropy, builds the orderliness discriminated model of science&technology finance system and determinesthe basic process of orderliness evaluation. Finally, based on the above theoretical study, theauthor calculates the grey relation entropy of science&technology finance system in Liaoningprovince from2001to2012using gray correlation analysis method, combined with the data ofscience&technology finance survey in Liaoning province. Through depicting the entropychange graph of science&technology finance system in Liaoning province, the authoranalyzes evaluation results and reveals the orderliness running direction over the past12yearsto provide a theoretical basis for the adjustment of science&technology finance system inLiaoning province. The author puts forward to the suggestion of improving science&technology finance system running from industry perspective.
