Since the end of the World War II, the economic globalization has been calling for greater liberalization of factor movements on a global scale. Moreover, labor shortage caused by low birth rate and aging population also requires some developed countries to expand the number of labor-importing. Although those countries frequently implement regulations and controls to inhibit labor-flow between countries for a number of reasons such as policy, economy, employment and so on. We should also recognize that the economic growth in these nations will offer new opportunities for a worldwide flow of labor including the export of labor services in developing countries. China, with a quarter of the world's population, is especially abundant in labor. And with its further development of urbanization, surplus labor will continue to expand. This means that labor exports have become more important for the economic development of China. So it's our urgent task to analyze the status quo and the main problems existing both in domestic and abroad environment, and then find solutions to enhance the overall competitiveness and accelerate the development of China's labor-exporting. In this paper, on the basis of giving an account of the historical development and analyzing the status quo of labor-exporting service of our country , I review the relevant theory on the economic effect on the export of labor services, then introduce the economic effect analysis model by Japanese scholar Gotou Junyichi and give a demonstration analysis on the whole economy effect brought with the development of export of labor in the past five years from 2000 to 2004. It's testified that this policy is extremely useful to enhance our society welfare level including social welfare, capital and national income. This is also the focus of this paper. However, in recent years, our country's export of labor service is faced with a lot of problems. In order to promote the labor-exporting, I analyze these problems from the view of abroad and domestic environment and put forward some suggestions on how to solve them. These include maintaining close cooperation with the labor-importing countries, making more efforts to improve the government's macro-control and strengthening the coordination both in organizations and enterprises.
