Core staff is the rare resource and the radical source of enterprise's core competition and core capability. Based on traditional points, many scholars abroad and in china attempt to satisfy the needs of core staffs to improve their administrative efficiency by means of encouragement, but the effect is not satisfactory, the core staffs' non-behavior exists to a certain degree and causes the inefficiency of administration to some extent. The analysis indicates, in face of the keen competition for qualified personnel, most enterprises merely try to attract and stimulate the core staff by salary, they should create a satisfactory organized culture "soft environment" to retain the hearts of core staffs. Organized commitment and professional commitment is the doubly-standard evaluation of administrative efficiency, the administrative inefficiency of core staffs is due to the low organized commitment and professional commitment. Among the factors by which the professional commitment is influenced, the organized culture is relevant to the connections between staff approval and chance to be promoted, and organized commitment is mainly affected by cultures of individual. The connections between construction of administrative efficiency and organized culture are of great importance. According to the relations between organized culture and management of core staff, we can model suitable organized culture for core staffs from the perspective of the refining and designing of organizational culture, the research of fulfillment of values, the creation of culture of mutual respect, the establishment of a harmonious working environment, the building of a learning-oriented organization and the construction of creative culture so as to accomplish an efficient management mechanism for core staffs.
