Modern market along with the informationization and globalization, marketparticipants started among the increasingly fierce competition, the core of competitiongathered in the enterprise technological change, technological innovation is the coreof talent, so the competition for talents among enterprises, who can breathe in andretain more talent to become a key factor in competition. Core employees accountedfor only20%of the number of enterprises, has created an80%of the wealth, so howto motivate the core staff, improve the core employee job satisfaction and efficiency,has become the urgent need to solve the problems. A group of human resourcesmanagement is based on this background, the core staff management, how to improvethe incentive mechanism, the development of the core staff, improve the overallquality of the core staff has become an important part of the enterprise long-termdevelopment strategy goals. A long-term strategic planning, sustained, rapiddevelopment of a group to provide support, has the important theory significance andthe practical significance of the group human resources security.In this paper, by using the strategic theory of human resource development,analysis of a human resources group, according to the company’s strategic object, findout the core staff development and management strategy, makes the development ofcore talents of enterprises core competitiveness and strategic development has a veryimportant role in the promotion. The main contents of this paper is the first in theintroduction and theory foundation of human resources development conceptconstruction, introduces the method of connotation and core employee management;secondly, the development trend of domestic industry group as the background,analysis of the macro market environment to create a group, in the analysis of a groupenterprise development history and internal based on the detailed analysis ofenvironment, create a group situation, in the human resources managementcharacteristics and existing problems, to create a group to explore the reasons in thehuman resources management problems, the study on the use of theoretical analysisand empirical analysis combined with the integrated use of multi-disciplinaryknowledge to solve group in the human resources issues, using the theory of domesticmethod advanced binding characteristics of group human resources managementempirical analysis, focusing on the development of core employee managementtheory and technology, human resources advantages and disadvantages of SWOTanalysis and human resources strategy choice of a group, to develop a group of core staff development program, the system design and improvement of the core staff.Finally, a group of core staff development management strategy implementation andsecurity, including the core group of staff development and the key, core staffexpected group development strategy; guarantee the implementation of the core staffdevelopment strategy group.
