The Implementation Of The Project Management And General Contracting Environment

The development of market economy has facilitated the pluralism of the investment subject of the fixed assets, foreign enterprise , enterprise run by the local people , individual enterprise have caused the need that the management system of engineering construction improves to the involvement of the investment in fixed assets. However, the inertia of traditional management system and lagging of the relevant system reform, have hindered the process of building management system development. As our country joins WTO, every field of national economy is opened to the international market progressively, the construction faces being in line with international standards too, the pressure of accepting and participating in international competition.The development of project management system in our country is introduced, compared with the experience of the international project management style. All sorts of drawbacks of the traditional project management mode of our country are analyzed. While our construction industry is in line with international standards after joining WTO, it is necessary to learn the advanced foreign project management method, and introduce the ways of Project Management and General Contracting in our country.The history of Project Supervision System is introduced, and various problems occurred in the process of pursue this system is analyzed. The paper studies the influence of joining WTO to our construction industry and construction management system. With the consideration of problems occurred in those pilot projects using Project Management or General Contracting style, the paper points out that it is necessary to study the factors hindering the development of Project Management and General Contracting in our country from the angle of construction management environment.The concept of Construction Management Environment is defined to study the factors hindering the development of PM and GC. Analysis is given to all kinds of problems of current construction management environment from several aspects, such as investment and financing system, construction management system, laws and regulations, construction market and technology/management specification system. Then the influence and solution of these problems to the development of PM and GC is introduced.In the end, the development strategy of Project Management and General Contracting in our country is studied from the aspects such as the government, the guilds and the enterprises in construction industry.
