| The primary extent of human resources and material resources depend on how to manage human resource allocation that means the right people is on the right position. Human resource allocation is the key and major problem for human resource management and development, besides currently government department, enterprise and managers force on it as well.However, in long term of this problem has been recognized and it is gaining attention gradually from the government, enterprise, academic and practical perspectives. In terms of this reason, the report aims to research human resource allocation from the government to supply and provide the necessary instruction and academic references.At first, according to relevant background and literatures were reviewed in order to analyze human resource allocation with government. Comparing with enterprises, it is different between human resource allocation of government and enterprise, especially there is special property exists the government. Therefore, human resource allocation of government needs collected necessary management experience and skills from enterprise, in order to find out what is the problem of government human resource allocation and effectively to improve and build up the model of human resource allocation completely.In conclusion, from the research results, it shows that there are three factors from government human resource allocation, such as Person-Job fit, Person- Person fit and Person-Organization fit. Government human resource allocation is separated by increment allocation and inventory allocation, and analyze the relations; bring four principles of government human resource allocation; set up the static state and dynamic state models of government human resource installing, and analyze the interaction mechanism; at last, form the diversified paths of government human resource allocation. |
