Study On Human Resource Allocation In Government Investment Projects

Government investment projects play an important role in promoting development of China's national economy and regional economic.In the gradual process of implementing project management system;due to lack of project management concepts and backward models,s there have been many problems in structural reform,which triggered the project human resource allocation problems that causing human resources to a certain waste.Based on this issue,this paper discusses widespread problem of government investment projects in the allocation of human resources,for example,the system for the human resources management has not been built,there have been lack of necessary mechanisms to select,restraint and control the project manager,there also have been the lack of an effective project team management,as well as have not formed an orderly labor market.It is caused by the weak project management concepts,backward models,,and not enough intensity of human resource development projects.Secondly for widespread issues of distribution of human resources in government investment projects,and based on existing theoretical framework of the project human resource development,the paper puts forward a set of human resources for government investment projects configuration:According to the project life cycle processes,based on the dynamic role configuration,the role of staff under provisions of responsibility.Finally,take West-East Gas Transmission Project as an example,the paper describes and analyses the configuration status of its human resources,and also valid the proposed project life-cycle processes,the role of dynamic configuration.In theory,this paper make a deep analysis of the human resource allocation of government investment projects,and the difference between theory has been integrated,enriching the research projects and the development of human resources management theoretical framework.In practice,the combination of actual cases makes a certification of the theory,which has some reference value.
