Then the text designs an index system from seven aspects, for example, management ability, solvency, innovation ability and so on. Analyzing the advantages and disadvantages of comprehensive evaluation models, the text finds Gray Comprehensive Evaluation Method can better solute the problem that indicators quantifies difficultly; index system can change in accordance with specific circumstances; it doesn't need large number of samples and classic distribution, and just need a few of representative sample. But it is a single-level evaluation model. So the paper quotes the idea of Analytic Hierarchy Process, ameliorates Gray Relation Analysis Method, and builds a Three-Levels Gray Comprehensive Evaluation Model.Making use of 21 Beijing high-tech enterprises coming into the market, the text does a demonstration research. The results calculated meet the actual situation. So it can identify that the indicator system and assessment model are reasonable. After analyzing the results comprehensively and partially, the text finds that every enterprise's dilation ability and management ability are lowest, innovation ability affects the economic operational status of enterprises most, the relation coefficients of solvency and growth up ability are discrete and they affect the final compositor, the levels of profit ability and cash flow are higher, they are advantages.
